Mike Rivers, the carjacker from the first movie, has survived the fall he took from the bridge and is now looking to get even. He sets up a cop to accidentally shoot two other officers, including the one who threw him off the bridge. Using the body of one of the dead cops, he gets to work on getting revenge against James, who is just getting out of the hospital. Will James and the police be able bring the crazed carjacker to justice?
